Network based Quality Assurance Environment

NQA is a configurable platform tool to support teamworking over the Internet, based on a well defined distributed work based teamwork methodology, a knowledge management server system, and a large number of re-usable application patterns.

Main Advantage

In NQA we developed a web service generator. This means that you can model your wished teamworking structures and a generator creates (like a code generator) the structures on the knowledge management server. We have measured that inserting a new team environemnt (new team structures, new work flows, new phases of work) is done in 15 minutes per phase. In traditional web servers the adptation of a server to support new phases / scenarios was approx. 1-2 weeks work per phase / scenario. So you can save a factor of ca. 250 times in time / effort in web service adaptation.

History

Originally developed in 1996-97, its import on the Hyperwave system has been funded in HYMN . In 1998-2000 it has been largely extended by functions to configure role based work-flows and project control functions, which led in 2001 to an additional EU project TEAMWORK. From 2003 to 2006 the system has been further developed in the EU manager project. In 2008 a development team started to re-develop the teamwork system as part of content management systems in the open source community. The first version of this new platform will be published in early 2010.

Capability Adviser

The Capability Adviser is a multi-user assessment portal system which runs on a platform independent language. It runs on laptops and servers, and can be installed on different operating systems such as Microsoft, Linux and Unix. It allows to visualise the assessment team ratings and consolidate ratings in a multi-user team based environment. Also from release 6.3 onwards (April 2009) it allows to link and configure e-learning systems. This means that for important best practices multimedia online courses (accessible for all staff) can be configured (e.g. a best practice to manage requirements).

Main Advantage

The Capability Adviser works as a SQL database system and all assessment findings, and reports are stored in a central server database. This allows to build corporate wide benchmarking and knowledge databases. Also the Capability Adviser supports through virtual team views the early consolidation of results and led to only 2 hour consolisdation sessions per project assessment, whereas before this took between 4 to 8 times more effort. In the latest system release Capability Adviser becomes an information and learning tool for all work places affected by SPICE. Also Capability Adviser comes in different sizes and the smallest portal is affordable even for small companies.

History

The work based on the dissertation of Dr Messnarz (Quantitative Quality Evaluation System, 1995) at the University of Technology Graz, where in the BOOTSTRAP project a first Oracle database based assessment and benchmarking system was developed. In 1998 the EU project CREDIT (1998 - 2001) used the structure of assessment databases and involved ISCN as a developent partner to establish skills assessment portals. ISCN then used this technology and created a variant for process assessment (80% re-use of skills assessment portals software). Since 2003 ISCN developed releases in 6 months cycles leading to the most recent release 6.3 in April 2009. Since 2007 up to 2010 ISCN received further industry and EU funding to develop Capability Adviser into a solution for assessment based learning organisations. In 2009 a new book with Continental came out which illustrates the use of assessment based improvement programs and also promotes the Capability Adviser in the appendix.

Skills & Exam Portals

Skills and exam portals are systems supporting specific job role based training programs on EU level, on educational academia level or in training programs of large corporations. The system allows to configure a skills set for a profession, together with exams and leraning materials. It supports skills browsing, online training (multimedia), and skills assessment anmd computer based exams with automatic corrections.

Main Advantage

The skills portals allow to make a specific training and skills set available across a whole corporation accessible from each work place. People only need a standard brwoser like Explorer or Modzilla. Self assessment allows that employees can identify skills gaps by themselves. Online multimedia training makes lecturing of key knwoledge available across the firm without any trainer of travel effort, and not being limited by any time scale (USA, China, Europe). Exams allow to reach a comparable level of skills across all employees and certificates are also generated once the exam was passed. This system is a key to create a modern learning based organisation on a world level.

Since 2003 ISCN developed releases in 6 months cycles leading to the most recent release 6.3 in April 2009. From 2005 - 2006 an EU e-learning project PLATO financed the development of the e-learning based platform in cooperation with 3 European universities, under the leadership of Cork Institute of Technology. The skills portals and exam systems are being integrated into the European Certification and Qualification association since 2008. Further 4 top projects have started in 2009 delivering an extended online EU campus of skills till 2011.
